When looking at PDF's in one tab other tabs loose functionality, has this been reported?

When I open a PDF in one tab other tabs lose functionality. This can happen within websites or within my homepage of google. For instance unable to type anything in one tab until the PDF in another tab is closed, unable to use the right mouse button have to use keyboard shortcuts. This happens 90% of the time a PDF is open.
