And if you disable that setting, restart, and try enabling it back later, no change?
Could you try creating a new separate profile for testing this, to see if having this option enabled in a fresh clean profile provides the session restore on restart in that one?
(I've even seen after getting it working again in the fresh profile it then fixing itself in the original profile as well.)
