Privacy Settings
I stupidly chose "Remove All" from the list of cookies, etc. from my privacy settings. I can no longer play Youtube streaming, Netflix, etc.
I would like to reinstall those files that I removed.

Those cookies comes from the site itself when you log to their sites.
Unless you have a recent backup of your computer, I don't think it will be possible to get your cookies and local storage files back. But you should be able to sign into the sites again just using your regular login. If the sites are displaying particular error messages when you try to play content, can you quote those or share a screenshot of them?
If you use the Time Machine or other backup, try to restore file(s) from this backup.

For the cookies you would need a backup of cookies.sqlite.
