Whenever I scroll up and down I notice there is screen tearing on my screen, it happens on yt videos with a high enough fps count too. I tried to check if I had hardware acceleration on but it was already off, I tried to force vsync on from the nvidia control panel but still nothing.

Did you try to enable hardware acceleration to see what effect this has ?
