TOUCH in Scrollbar area to page up/down jumps TOO FAR!

HI! Using a Surface Pro 4 on Win 10 21H2 with Firefox 104.0 x64. When I hit page up/down on my keyboard, the webpages I visit page up/down by 1 exact page at a time. When I TOUCH the vertical scrollbar area, Firefox mistakenly jumps by OVER 1 exact page at a time when I try to page up/down.

I've tried to narrow this down in the settings. about:config -> general.SmoothScroll set to FALSE helps sometimes - SOMETIMES, the scrollbar jumps up/down by 1 exact page, BUT OFTEN, it jumps by more than 1 exact page at a time.

I've tested the same webpages (like Yahoo.com) in EDGE with no issues paging up/down by 1 exact page at a time using keyboard or touchscreen.

HELP! What other setting do I need to make to Firefox to make it ALWAYS jump 1 exact page at a time using the touchscreen?
