[Windows 10 Firefox ESR] Firefox works well with admin user but lost ablity to access pages with normal user

I install firefox ESR in a new laptop. no plugins installed. Firefox works well with admin user. But lost ablity to access web, about:config with normal user. I have tried refresh firefox / setting Windows firewall, ever reinstall firefox, but no luck.

Any help is welcome. Thanks.
