Whatever he did fixed all my problems.
I went to a neighbour's this morning tried my tablet through her modem/wifi connection. My problems disappeared so i connected to all the websites which had been previously unattainable.
I called Telus, my service provider, and once i got to their technician on the phone, he went through my description of the problems and my attempts to fix them. He then went off the phone to do his own thing by remote with my modem/wifi.
Whatever he did fixed all my problems.
My advice to anyone experiencing similar blockages is to not forget that one possibility is that your modem/wifi is causing the problem. Cheers.

There is security software like Avast, Kaspersky, BitDefender and ESET that intercept secure connection certificates and send their own.

What do the security warning codes mean
Bing search https://www.bing.com/search?q=PR_CONNECT_RESET_ERROR This simply means, that the peer or some middlebox in between (firewall) is terminating the connection.
Thanks for the help. I'm going to run Google Chrome to see if i have the same problem. I'm using Norton Internet. If the problem persists i'll check out the resources you posted. Cheers.
Fred. Everything i've tried hasn't worked. The problems came up on my Windows 8.1 desktop, but i discovered that my android tablet also can't connect with the same warning messages.
The only common element is that they go through the same Telus wifi system and connection.
I've also discovered that when it does connect, there's a line warning at the top of each page which tells me to log in to the network, when i'm already logged in.
I'm going to go to Telus next.
Good luck.
Thanks, luck is what i need. And i had some since for some unknown reason, checking out my music websites (https) which wouldn't connect all day, they suddenly connected. Other websites still won't connect.
Next to Telus my internet/wireless provider since one article i managed to access suggested that possibility.

That was very good work. Well Done.
Thanks. The info here and elsewhere helped, so Telus' Diniel's expertise could put it all together.
