Using the Options, Privacy & Security, Cookies and Site Data - clear does not seem to work. I restart Firefox with the same data in Cached Web Data
I have tried all types of activities in the most current version of Firefox to delete my cached data; restarting Firefox, and nothing seems to clear this data. Any suggestions?

Have you done this?
Type about:preferences#privacy<enter> in the address bar. The button next to History, select Use Custom Settings.
At the bottom of the page, turn on Clear History When Firefox Closes. At the far right, press the Settings button. Turn on Cache and Form And Search History.
Did not work. I had 'Always use private browsing mode' but after your suggestion, I had to clear that to use your suggestion. Using your suggestion, I had no luck - still the same problem.
When you are in Private Browsing mode then "Clear history when Firefox closes" or otherwise clearing personal data isn't working (disabled). When you check this information then you usually see the data that is stored for a normal session and not the data of the Private Browsing mode session. During PB mode all data is kept in memory and discarded automatically then you end the PB mode session (close all PB mode windows). You can only remove personal data from the regular session if you aren't using Private Browsing mode.
As noted above, I cleared the option for PB mode. Still no luck.
I know when I use it in PB it works otherwise what site is it your going to that is not clearing out?
None. I open Firefox, clear everything, close and then reopen Firefox. It shows over 400kb cache.
Location of the cache/cache2 folder; Windows: *C:\Users\<user>\AppData\Local\Mozilla\Firefox\Profiles\<profile>\ Mac: ~/Library/Caches/Firefox/Profiles/ Linux: ~/.cache/mozilla/firefox/
Close Firefox. Open your file browser to the above, and remove the folder.
I removed the cache2 folder, started Firefox, had 517kb in cache, cleared, closed and restarted Firefox, have over 400kb in cache. So I still have the issue.
