I have a site that I access that requires popups but on one users machine the page that shows up on the popup doesn't open it just stays white.

This is the only user that is having this issue. I have multiple users that are accessing the same site and the popup opens correctly. I thought maybe it had something to do with the version of Firefox so I corrected that on this user to the same version the others are on. I'm still having this same issue.

Make sure you are not blocking content.

Start Firefox in Safe Mode {web link} by holding down the <Shift> (Mac=Options) key, and then starting Firefox.

A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?

One issue that seems more common lately is Firefox's Tracking Protection feature. When it is blocking content in a page, a shield icon will appear at the left end of the address bar next to the padlock icon. This article has more info on managing this feature: Tracking Protection {web link}

I can't try safe mode due to this site requires a certificate to access it. I'm able to get past the login with the certificate but when I try to access a site inside this web page that is when I have the screen pop up and nothing shows up on the page.

https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode

Safe Mode is a troubleshooting mode that temporarily turns off hardware acceleration, resets some settings, and disables add-ons (extensions and themes). If the problem goes away, that tells us one thing. If it does not, that tells us something else.

I understand what safe mode is. I'm telling you that it isn't an option to try with this issue. I can not access the initial website without using the USB smart card. When you use safe mode that isn't available.
