Customization UI: How to place the address bar on the menu bar?

By using "Customize..." page, I can move some buttons to the menu-bar. But some elements are not movable at all. I can't move there the address bar, the back and forward buttons.

Also, the reverse - to move the main menu to the navigation toolbar is not possible as well.

The question: Why is this limitation? How to remove the limits and to allow moving every UI element everywhere on the toolbars?
