how do I set the default popup exceptions list for all new user profiles?

In Firefox prior to 46, I was able to set the popup blocker exceptions for all new user profiles by copying the permissions.sqlite file from a Firefox profile that has the desired exclusions to the "\browser\defaults\profile" subfolder of the Firefox program folder. (In my case the folder is "C:\Program Files (x86)\Mozilla Firefox\browser\defaults\profile".) This continues to work with the Firefox ESR 45.3.0, but it does not work in Firefox 46 or newer. Our students our trying to access an external lab site that claims to require Firefox 46 or newer and produces a large popup telling users that our Firefox is out of date. I'd like to upgrade to the latest version of the normal release, but I also need the popup exceptions list to be applied to all new users who log in to the computers (for the site that requires Firefox 46 as well as a variety of other sites). Is there a new method I should be using to create the default popup exceptions list. My only option right now is to tell people to use other web browsers.
