I am running both Windows10 and Ubuntu 16.04 LTS on my laptop and very much want to sync my Firefox between the two OS's. I want actions taken one one OS, delete, move and new mail, and have it reflected on the other operating system. Basically want operation of Firefox transparent to OS running.

Hi

In theory that should work, although I must admit that I have never tried using Sync in that way.

With each of the two different operating systems using a different Firefox Profile, you will need to make sure that they are both using the same Sync credentials. There might be a slight time lag before sync data leaves one OS and arrives on the second - Sync is not an instant cloud backup type service.

Obviously, before you are comfortable that it meets you needs, I recommend that you make sure you have a backup of the data you are planning to Sync, just in case there is a problem.

I hope this helps, but if not, please come back here and we can look into a different solution for you.

Yes, Sync should work fine between two different operating systems that are on the same PC. But I don't recommend using Add-ons sync.

BTW, "mail" isn't part of Sync - Firefox doesn't do email. If you are using Firefox to access your email you are using "webmail" which is stored on the web at the webmail website.
