Is it possible to block users from refreshing firefox and disabling addons?
I am trying to block websites from my kids using add-ons , they refresh firefox using options I am currently using Ubuntu 14.04

Starting Firefox in Safe Mode disables add-ons.
What you need is a third party program that blocks the internet for kids. Use a search engine. Many such programs are free.

This is a Linux user and not on Windows in case you did not notice as the many of the results of that search terms are for Windows. I doubt the OP would want to run Wine or such in order to use Windows applications.
