How can I control which display a popup appears in/make popups save position when closed?

I have two displays at work - my laptop and my monitor. Due to frequently disconnecting my laptop from my monitor, I have set the laptop display as my primary display in Windows settings, while the monitor is the actual main display for all intents and purposes.

One of the sites I use opens a new window, which always opens in the same position on my laptop display, rather than on my monitor where FF is active. How can I get FF to either open it on my monitor, or remember where it was when closed?

When initially opening FF, it remembers where it was closed and opens there (typically on my monitor), while popup windows do not.

Windows 10 64-bit FF 68.0.1 (64-bit) Only extension being used is uBlock Origin.
