Why can I not clear recent history in toolbar tab?

Clear recent history is not hi lighted in toolbar tab.

In options, Privacy, Clear recent history when Firefox closes cannot be checked.

When I add web addresses to exceptions, some do not accept this. For example E bay.com

I am using version 57.7.3 (32 bit)
