Forbidden - you don't have permission to access / on this server
I get this message when I try to access ebay. I also get a screen in Japanese, both on the home page and sometimes when I try to bid on an item. Sometimes it works fine. Is this firefox or the website?

Hello,
Many site issues can be caused by corrupt cookies or cache. In order to try to fix these problems, the first step is to clear both cookies and the cache. Note: This will temporarily log you out of all sites you're logged in to. To clear cache and cookies do the following:
- Go to Firefox > History > Clear recent history or (if no Firefox button is shown) go to Tools > Clear recent history.
- Under "Time range to clear", select "Everything".
- Now, click the arrow next to Details to toggle the Details list active.
- From the details list, check Cache and Cookies and uncheck everything else.
- Now click the Clear now button.

Check the connection settings.
- Tools > Options > Advanced > Network : Connection > Settings

If you do not need to use a proxy to connect to internet then try to select "No Proxy" if "Use the system proxy settings" or one of the others do not work properly.

In my case this was cause by the proxy "invisible.disconnect.me" that was installed by the Disconnect Search extention...
