Hi, thank you for sharing your add-ons list. It shows you have the "Norton Home Page" extension.
Judging from the help article, that extension normally takes over automatically, since they suggest using their own home page to adjust settings: https://support.norton.com/sp/en/us/home/current/solutions/v20230331144949180
Just in case you are using private windows, could you make sure it is allowed to run in private windows: Extensions in Private Browsing.
