Have new mac mini. have hundreds of passwords stored using password manager. cant get synch to work.

I have an old mac mini, using now, and about 3oo stored logins and passwords. I can type in my master password to see stored logins, I can change my master password. I have a new mac mini. Tried to use synch to transfer stored passwords. I get the security email, instantly, and I type in the security code, and I get an error message that says the security code is wrong. I type it within seconds of receiving it.
