Android app won't sync account logins from Windows

I created a Firefox account when the Windows browser suggested it would sync passwords across devices... but it doesn't do that when I'm logged into both.

My logins were created in the Windows browser, including after being logged into my Firefox account, and everything works fine there; however, when I sign into the account on the Android app, no passwords were synced even though Logins is checked in account settings and Synced is constant and automatic (last was 3 minutes ago). Manually syncing doesn't add the logins. The only logins it remembers is ones I save after typing in the username and password while using the app.

One web search tells me that having a master password on the Android app prevents logins syncing... which makes no sense to me. The whole point of the master password is to prevent others from getting into those accounts should they somehow use my laptop or phone, which happens sometimes with people I trust (and could happen with others).

Can someone explain this please? I don't understand the point of logins not syncing when there's a master password; this basically defeats my reason to use a Firefox account in the Android app, and I see no reason to fragment the experience.
