The first time I dismissed the tab with the phone number request, it came right back the next time I launch Firefox. I dismissed it again, went to my account settings and there it was again. The second time I launched Firefox the request was gone, my devices are syncing and I can go to my account settings without having to deal with the phone request.

It's not something that you are even able to link to your Firefox Account, even if you wanted to. What I assume you are seeing in the "Send Firefox directly to your smartphone and sign in to complete set-up" screen. This just sends the link to download Firefox to you via text message.
</p><p>You can login at <a href="http://accounts.firefox.com" rel="nofollow">accounts.firefox.com</a> with just your email, assuming you have an account. If not, you can create an account for free, using just your email address.
</p><p>As for your issue logging into the Firefox support website, they recently added the ability to login with your Firefox Account. This will be the new way to log in because it's easier to merge accounts onto the Firefox Account system. If you have an existing account on here, there is a "continue w/ SUMO account" button below the "Continue with Firefox Accounts" button on the <a href="http://support.mozilla.org" rel="nofollow">support.mozilla.org</a> login page.
