I can't open my Gmail account

(email address) is my Gmail account.last 3/4month my forgot my password and try to recover my account.recovery option also send verification code my phone.and also given verification code my reference email.I must carefully complete the process.But gmail also reply Account can't open belongs to you.What happened this account..I am really worried.Bcoz this account is really important for me.My official document,my baby pictures and our family photo,enough contact number save there.. please any one help me.
