Sync not worked, lost all my bookmarks and saved credentials

I sign up for a new account with my existing gmail ID, and selected all option for syncing. Then i changed my Operating System and after installation I intsalled latest firefox and signed in with the same id. I was expecting that I will bring all my bookmarks and saved passwords, but nothing came. All my saved bookmarks and even saved credentials are lost now. What should I do now ?

When you reset/refresh Firefox then a new profile is created and some personal data (bookmarks, history, cookies, passwords, form data) is automatically imported. The current profile folder will be moved to an "Old Firefox Data" folder on the desktop. Installed extensions and other customizations (toolbars, prefs) that you have made are lost and need to be redone.

It is possible to recover data from the "Old Firefox Data" folder on the desktop, but be cautious not to copy corrupted files to avoid carrying over problems.

Please explain a little more keeping in view that I formatted my C drive and installed a fresh copy of windows 8.1, I dont understand what's the perpose of sync when my data is not saved on server. Just as we've on Chrome, just log in to one Id, and it bring back all book marks and saved credentials.
