Options ->Applications->Action is "locked" I cannot unlock. How?
I have a user whose options->Applications->Action cannot be changed for all file types. How do I unlock it so I can adjust the actions?

Are you talking about the computer, or how Firefox handles file types?
Deleting the mimeTypes.rdf will reset all download actions to the default settings.
Type about:support in the address bar and press enter.
Under the page logo on the left side you will see Application Basics. Under this find Profile Folder. To it’s right press the button Show Folder. This will open your file browser to the current Firefox profile. Now Close Firefox.
Locate the mimeTypes.rdf file. Then rename or delete it. Restart Firefox.
added mimeTypes.rdf to last sentence to be more clear as some may think you were referring to Profile itself.

the "Applicatiions" tab does not open and show a download of available program choices, like Microsoft Word which is how I want the docs to open [except of course for PDF)/
