I can connect to an IP address, however if I add a :xxxx port number it fails, why?

For example I can reach https://123.123.123.123. But when I want to get to another server at the same IP, and it requires a port number, it fails https://123.123.123.123:7777. Is Firefox version 48.0.1 blocking certain ports? The ports that use to work previously 8010, 8020, 8040 are not working now. The notice I receive is "Secure Connection Failed".
