How can I get a website to display that says "peer's certificate has an invalid signature" and no permissions selection when you click on more information.

After reading several things about this they said to add permissions to a site but when I click on more information about the website that I have the problem with there is no permission tab. Other websites I check have the permission tab so I am not sure that there is a way around this to display the site. It's a city power utilities site which I can display in IE8 on windows XP. I thought Firefox was suppose to be superior to the outdated IE8 browser. Thanks for any help available..
