Firefox doesn't render Dravidian scripts (Telugu, Tamil, etc.)
I upgraded to Ubuntu 16.04 and all the Dravidian scripts (Kannada, Malayalam, Tamil and Telugu) have become blank rectangles. No problem with the Nagari-based North Indian scripts (Hindi, etc.). The other laptop still running Ubuntu 15.10 has no such problem. Any idea what I can do?

This sounds more like a unresolved issue with the new release of Ubuntu. I recommend that you ask at askubuntu.com.
What font is Firefox trying to use to display these scripts?
Firefox uses the Lohit Kannada font for me on Linux on this page:
It is possible that there is a problem with the font that is used to display the text.
You can try different default fonts and temporarily disable website fonts to test the selected default font.
- Edit > Preferences > Content : Fonts & Colors > Advanced
- [ ] "Allow pages to choose their own fonts, instead of my selections above"
