Recently Thunderbird 78.1 removed access to my network printer, although I can still print to PrimoPDF. The ofthe mentioned Tools/Options/Configuration Editor fixes are not applicable because printer.print no longer exists. Removing and reinstalling 78.2 did nothing to fix the problem.

In the print dialog, there is a button called Find Printer. When I try that, and enter the path to my printer's driver (a .dll), Thudnerbird fails to access the printer, saying it is not on line, although all my other programs can access it.

Could someone please tell me how to fix this?

Set the printer as the default in Windows Control Panel, then in TB Options/General/Config. editor, right-click print_printer, Reset, restart TB and see if it prints to the default printer.
