If you want to make sure that you do not have leftover data from the previous owner then you should create a new Windows account.

I assume you created a new Windows user account on this computer ?

Did you copy any profile data to this device from another device ?

Did you give the new used computer the same name as another computer you used with this Sync account ? You can try to modify the name of the device in the Firefox Sync settings in "Options/Preferences -> Sync".

I didn't create a new windows user account, I intentionally avoided that step. This is a new Firefox account, it doesn't have any info from my prior computers. I actually don't want to sync anything, privacy and a fresh start was the point of a new computer, but this message has me concerned about potential lurking info or tampering by a previous owner.
