How do I put the Tabs on Bottom with Firefox 71 in private browsing mode?

It seems that userChrome.css settings apply somewhat different there than to normal mode. The solution from the topic 1274197 works for normal mode, but in private mode tabs are drawn behind bookmark panel. And if i remove bookmark panel, it's then drawn behind address bar. Can't switch to other tab, can't open a new one.
