I went as far as recreating a new acct. for Firefox starting with dwnloading & installing the app. & when I put Seco in it says browser not allowed
I have tried to do it from so many angles and I don't get it I used to be able to look at my light bill site at first a long time ago but now it just won't it says to try Firefox, chrome , Internet Explorer and one other so I do and I updated it until I am blue in the face and on the verge of wanting to throw my phone but do not. HELP PlEASE!!!!!!!!!!!

Websites may reject your browser for a range of reasons, but in this case, it could be because it's a mobile browser.
Does it make any difference if you use "Request Desktop Site" on the menu? Firefox should reload the page sending a different browser "user agent" string to the site, pretending to be Firefox on Linux.
