The 'Drafts' folder is designed to store incomplete emails that are in the process of being composed. After the email has been finished and sent, the copy in the Drafts folder is deleted and a copy of sent email is stored in the 'Sent' folder.

You are looking to reuse an email you have already composed with the option to edit as required. You should save the email as a 'Template' in the 'Templates' folder. If you are using a POP mail account, then when you choose to Save as Template, a Template folder will be created if it does not already exist. If you are using an IMAP mail account, then you need to subscribe to see the 'Templates' folder. Then make sure your Account Settings > Copies & Folders is set up to use that subscribed 'Templates' folder on the imap account.
