Need more information from you to provide an accurate answer. I wonder is your question pertains more to the Windows OS, rather than to Firefox specifically?

But ---- I can say that all Plugin type Add-ons from 2014 won't work in Firefox 52 and above versions of Firefox, except for Flash which is still allowed in Firefox.

And web cam Plugins are usually Plugin type and those did require the user to "allow" them to work in Firefox.
