Is it possible to pre-load search providers for users?

In previous versions of Firefox, we were able to pre-load search providers for our users using the "searchplugins" folder in the Firefox installation directory. Now Firefox 45 changed the way that search providers are stored so it no longer loads those ones. Is there a new way to do this. I would prefer to not go to every use in our organization and import the search providers for them.
