does not store passwords
FF 40.01 does not always store login or passwords for various sites. As a test I logged into Flickr and then checked about:permissions and as you can see on the screenshot, the password was NOT stored! I visit that site several times a day. I have followed all the suggestions on the forum to no avail. I attach the Firefox details file and image.

hello, the flickr login redirects you to https://login.yahoo.com/ where you enter your credentials, so only this site will be stored in your password manager.
Do you log in via Flickr or via another website?
I'm redirected to the Yahoo log in website if I click the sign in button, so in that case you won't find the password under Flickr, but under Yahoo.
In Private Browsing mode Firefox won't offer to store passwords. Make sure that you do not run Firefox in permanent Private Browsing mode (Never remember history).
- Tools > Options > Privacy > Firefox will: "Use custom settings for history"
- Deselect: [ ] "Always use Private Browsing mode"
A detail like a website remembering you (log you in automatically) is stored in a cookie.
You can use these steps to make a website recognize and remember you:
- Create a cookie 'allow' exception to keep such cookies, especially in case of secure websites and when cookies expire when Firefox is closed.
- Tools > Options > Privacy > "Use custom settings for history" > Cookies: Exceptions
In case you use "Clear history when Firefox closes" or otherwise clear history.
- do not clear the Cookies
- do not clear the Site Preferences
- Tools > Options > Privacy > Firefox will: "Use custom settings for history": [X] "Clear history when Firefox closes" > Settings
- https://support.mozilla.org/kb/remove-recent-browsing-search-and-download-history
- Clearing "Site Preferences" clears all exceptions for cookies, images, pop-up windows, software installation, passwords, and other website specific data.
- Clearing Cookies will remove all specified (selected) cookies including cookies with an allow exception that you want to keep.

OK well not very clever but that explains ONE site but maybe not the others. I may look for an add-on that does this better than FF or go back to Chrome which didn't have this problem.
As I said in my OP I had already researched and faithfully followed all those suggestions. I recently reverted to FF from Chrome which never any such issues you see.
