How do I get rid of the infuriating button that appears when I am scrolling?

This button is apparently intended to speed up navigation within a document, website page, or email. In my opinion it appears unexpectedly, often overrides my input and causes me inconvenience. I don't want it, don't where it came from, don't know how to get rid of it. It's just more programmer masturbation, IMHO.

Do you mean the button to autoscroll the page?

  • Tools > Options > Advanced > General: "Use autoscrolling"

You get this auto scroll button when you middle-click with the mouse scroll wheel on a web page.
