Booting, or re-booting means to turn something on, or re-start.
Did you format your hard drive, or re-install Windows?
If you did a re-install of Windows, look for a folder. It may be called Old Windows. Check the instructions you were given.

Hi, first check to see if there is a backup: Open bookmarks > Show All Bookmarks > Import and Backup > Restore.
If not, this article should help you restore them from your Profile Folder.

what means " booted " ? Had you re-installed windows?
If yes , you had to re-create your bookmarks.
Nothing can be done if you had not made a backup.
