I am trying to form groups when I drag one window on top of another they scoot out of the way instead of forming a window..help

This is what the site states “To make a new group, simply drag one tab out of the group and then drag a second one on top of it. A box will be drawn around them. “ but when I try to drag one on top of the other it just scoots aside and does not form a group
