New tab volume resets to windows default max

In the windows volume mixer I have the global max volume set at 80. I have firefox set to 5, and everytime I open a new tab in firefox it creates a new volume setting in the mixer and resets the volume to the max. Since I use headphones this issue is not pleasant for my ears. I would like each tab to be set at the same volume as the one before. Thanks.
