I've tried to open: "https://www.microsoft.com/en-us/software-download/techbench/" in windows 10 Pro but I just get a blank page. It opens just fine in Windows XP. I had to use Chrome to down load an ISO frm the site. I think the two are setup the same. I'm using 47.0.1 on the 10 machine. And havent rebooted on the XP machine.

It turns out that Microsoft is blocking it. When I dropped back to; https://www.microsoft.com/en-us/ that page loaded. Odd that only FF was affected.

https://www.microsoft.com/en-us/software-download/techbench/ works fine in Firefox 47.0.1 on Windows 7.

Have you tried the Firefox SafeMode? Firefox SafeMode

No, I haven't. I was hopping I had a setting off. I don't know how to open FF in SafeMode.

That Firefox SafeMode support article explains it.

So I started in SafeMode and now I have no menu to work with.

Never mind, I found the way out. The problem is still there.

That page opens ok for me in Win10 It does have scripts and flash content but still opens when that is blocked. Its major content is a short plain text description and a download link for multi folder zipped content http://go.microsoft.com/fwlink/?LinkId=619825 76MB but you will be aware of that if it opens in XP

You could try reloading with keyboard shortcut Ctrl+F5 to overide cached content and clear cookies for the site
