How can I block all SMS and calls from a particular phone number? Android lets you do this but I see no way to do it under FirefoxOS

In Mexico if your provider is Movistar (Telefonica) it is possible to have money stolen from your balance via SMS. The only way to stop this is to block the numbers of those who do this (no, the provider won't stop it themselves, they tell you to block them). Sadly, I see no way to do this in FirefoxOS 1.3.0.0. Worse, the word "block" seems to be less than useful in searches for FirefoxOS because of the choice of the term "building block" used in the developer documentation. There don't seem to be any apps in the marketplace to block other users.

I'm willing to write one but I'd like to be sure that it is necessary, or even possible. In perusing https://developer.mozilla.org/en-US/Apps/Build/Building_apps_for_Firefox_OS in the Functionality, Device APIs and permissions section:

Certified: Certified APIs are generally critical in terms of device security, and therefore only usable in apps pre-installed on the device by Mozilla or the device vendor. These include the SMS, Bluetooth, and Dialer APIs.

Does this mean that even if I wrote an app that used the right APIs I wouldn't be able to install it on my own device because some of those APIs are Certified?

I have an Alcatel phone with FirefoxOS 1.3.0.0. I'm starting to get messages from fraudsters and there's nothing I seem to be able to do about it. Under Android the specific feature I'm talking about is the one where you can report a number as spam (that's the term they use); doing this blocks the number. I really disliked Android as a phone and I'm liking FirefoxOS better in many ways but if it can't do this and there's no way for me to fix it then that's pretty much it.

There is no way to blocked unwanted texts or calls from Firefox OS. I apologize for that. You can contact your carrier to see if they can do something on their end to help you.

As I said they can't or won't - they expect the phone to do this.

I must say I'm a little shocked. This seems like a major oversight, beyond my specific problem. If this is really just how it is and there are no plans to fix it then my enthusiasm for FirefoxOS is at an end, sadly. Fraudulent messages of various kinds are a huge problem in Mexico; I feel certain it is similar in many countries. This will definitely limit uptake of FirefoxOS.
