Unable to affect style of about:blank on initial Firefox startup (57.0)

Greetings. I'm running 57.0. I've successfully defined a new about:blank style in userContent.css. It works for new tabs (I've also set newtab to be about:blank, but I can't get it to work on the initial load of Firefox. Everytime Firefox loads I get a bright white about:blank which I hate. I've even just tried changing the background color of about:blank in userChrome.css using: @-moz-document url-prefix(about:blank) {*{background-color:#02164A;}} But that doesn't seem to work either. Same behavior in safe mode. Thoughts?
