Inconsistant results in Dark Theme search bar address bars

Dark Theme works great on one PC (Windows 10) and not on Server 2019 - which is fundamentally Windows 10) - see images. One the correct, PC, search and address bar are dark with white text on the other it's light with dark text.

Is this a bug or known - and if known, why?
