New windows no longer open when link is clicked. Must now right click and select open in new tab.

On many pages I must now right click and choose "open link in new tab" to open a new page. Previously the clicked link would automatically replace the original page. This seems to have started after updating windows with: 

Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3200970) and other security updates on 11/8/2016

but I am not sure if that was the cause.
