Thunderbird Junk Mail Filters Do Not Work Consistently . Some accounts move Junk to the Junk Folder; Other Accounts Remain in Inbox

I have two accounts with identical junk mail settings, and one account moves junk to the Junk folder, while the junk mail from the other account remains in the inbox. I have checked the settings on both accounts, and they seem to be set the same on both accounts, unless there's a hidden setting I'm not seeing. I've checked both the Junk Mail settings under accounts as well as the Options under Tools (why is "Options" in the "Tools" menu not visible when the menu bar is hidden, by the way?). Everything appears to be identical.

So why is one account moving messages to Junk, and one account refuses to unless I manually go and ask it to? I WANT THIS ACTION TO BE AUTOMATED FOR BOTH ACCOUNTS, and I can't seem to make that happen.
