FF does not recognize CTRL+[key] text input combo @ Mac OS.

When using the "Turkish - QWERTY PC" KB layout on a physical US KB, I'm supposed to use Ctrl + [the physical key " ] to enter quotation marks. This does not work for any editable text field under FF. When I hit that key combo with CTRL for text input, nothing happens.

Is there a function that I can activate or deactivate under about:config, to get this text input key combination with CTRL to work?
