when saving a bookmark, only three of my folders are shown, though I have many ... how can I save into a different folder?

I have several different bookmark folders, but when I want to save into one of them only three are shown ... always the same three, and no apparent reason for only these to be chosen. I cannot get the complete list by using the right-hand down arrow, and "choose" doesnt show any of my own folders, only Unsorted Bookmarks and Bookmarks Menu. I have to save the bookmark into unsorted, then move it into the desired folder. How can I do this in one step?
