The only way to recover it is if you keep backups of your data, you cha then restore the backup (places.sqlite in the profile folder - the file also stores bookmarks).

You know of any programs I can use to export/extract the info from those .sqlite files?

If you have a backup of that file, rename the one in the current profile folder to places.sqlite.old, then copy the backup into the profile folder. If you do not have a backup then you can not get the history back.
