Since the program is installed, you can skip the full re-download and just create a new shortcut.

Click the Start button type Firefox in the search bar and the Firefox app should appear in the results.

For the Desktop right-click the Firefox app in the search results and then select "Open file location". In the folder that opens, right-click the Firefox application file, select "Send to", and then "Desktop (create shortcut)".
