New Tabs>Top Sites is SUPER-Quirky, does NOT function as one would expect

Ok, this is super-annoying, and I wonder if anyone else knows either how it functions, or can explain why it doesn't. When I open a new-tab, I have it set to 'SHOW TOP SITES' but not to recommend sites. From my experience with this function, through thousands of open-browser events, the NEW TAB opens and shows both: what I have previously pinned and new sites that I went to by direct URL entry, SOMETIMES!

I can type in 'www.CNN.com', press <CR> and not only will the New Tab target and open CNN, but on my next NEW TAB, CNN will appear in the top 3-4 'TOP SITES'. Now, I can type in 'AMAZON.com' in the URL bar, press <CR>, and the URL will do a lookup to correct to www.Amazon.com, and it will NOT show in the next New Tab on 'Top Sites'. Next, to test this super-quirky algorithm, I type in www.protopage.com (great build-your-own homepage site), it goes there without further URL resolution, but NO TOP SITE on my New Tab event.

WHAT GIVES? Why is 'TOP SITE' unpredictable? It will accept this, it won't accept that, you can't choose your own, and basically it acts as nothing more than a 'you probably already have this as a button in your bookmark toolbar, anyway, but we'll place it here just in case, too'.

This 'New Tab - Top Site' function is TOTALLY BRAINLESS if it can't act as a 'larger version of the Bookmark Toolbar. I don't need 'random memory site listings' (though I'm sure most mal-sites love it). Why have it, when it is this crippled and yet so disclosing?
