Firefox 31.7.0 ESR is not able to update itself to Firefox 38.0.1 ESR by using the 'About Firefox' update check.

Firefox 31.7.0 ESR was running and 'About Firefox' confirmed that. I knew that Firefox 38.0.1 ESR was available but using the 'About Firefox' update checker on Firefox 31.7.0 ESR only disclosed that Firefox was up to date. I had to manually download Firefox 38.0.1 ESR and install it. The new version is now running. Those using Firefox 31.0.7 ESR seem to be locked into that version. The Firefox 31.7.0 ESR updater does not seem to be working as it previously did on version 31.6.0 ESR when it updated to version 31.7.0 ESR.

I have noted this behaviour on three separate Windows XP and Windows 7 computers.

hello hake, firefox esr is a build for enterprises and the behaviour you've described is intended. the firefox 31 ESR branch is still supported & there will be another regular update to 31.8.0 - at the end of that cycle users on the esr branch will be updated to 38.2.0 through the built-in autoupdater...
